Todo el mundo percibe y relaciona la corrupción con valores éticos y morales, pero es menos frecuente que el enfoque sea económico. Un economista consideraría que la corrupción, definida como la consecución de ganancias de manera ilegal o irregular, no altera el producto interior bruto. Se produce una redistribución entre el dinero líquido de los no corruptos al dinero líquido de los corruptos. No habría modificación del producto interior bruto porque no hay generación de actividad económica. Pero otra consideración importante es que entendemos la corrupción como una faceta de un fenómeno más general, el despilfarro; es decir, la falta de eficiencia; y esto sí supone una disminución del PIB o un incremento de los costes operativos para conseguir el mismo PIB. En este sentido, la corrupción induce ineficiencias que tienen costes importantes para el mejor funcionamiento económico. Es decir, la corrupción genera costes económicos, de manera indirecta, a través de su impacto en otras variables económicas. El presente libro presenta una geografía del despilfarro a lo largo del Estado español de la mano de grandes expertos en las diversas áreas que se analizan.
