on vaja tõsta toidu- ja tekstiilikaupade hinda. Andropov lükkas ettepaneku tagasi: ilmselt pidas ta ohtlikuks pahandada Nõukogude kodanikke, kes polnud niigi müügil olevate kaupadega rahul. Muudatustel, mida ta pidas vastuvõetavaks, olid oma piirid. Sisuliselt eelistas ta mõtet püüda panna olemasolev süsteem paremini tööle. Ta asetas rõhu töödistsipliini tugevdamisele nii kontorites, tehastes kui ka kolhoosides.

      Poliitbüroo jäi üha vanemaks. Andropovil ja mitmel teisel Nõukogude Liidu juhtkonda kuuluval tegelasel oli tervisega probleeme.

      Seetõttu uuendas poliitbüroo 24. märtsil 1983 poliitbüroo liikmete, keskkomitee sekretariaadi ja ministrite nõukogu aseesimeeste üldist päevakava skeemi. Tööpäeva alguseks kuulutati kell 9.00 ja see lõppes kell 17.00. Lõunavaheaeg oli kohustuslik. Igasugune töö väljaspool seda aega pidi vähenema miinimumini. Meestele üle kuuekümne viie eluaasta kehtestati täiendavad piirangud: nende tööpäev algas kell 10 hommikul ja neile nähti ette kahe ja poole kuu pikkune puhkus aastas, samuti soovitati neil töötada iga nädal üks päev kodus.237 Poliitbüroo veteranliige Arvīds Pelše kommenteeris seda, et mees, kes peaks kõige rohkem enda eest hoolitsema, pole keegi muu kui peasekretär ise.238 Andropovi neerude seisund nõudis korrapäraselt dialüüsi ja ta oli sageli sunnitud jääma haiguslehele ning jätma tööasjad kõrvale. Ta oli haige inimene juba enne kõrgeimale võimukohale asumist.

      Selle aja salajastest üleskirjutustest ilmneb, et Nõukogude Liidu juhid arutasid sageli väga laialdast välis- ja siseprobleemide ringi, millega NSV Liit silmitsi seisis. Mures ei olnud üksnes salamisi reformide pooldajad, kes astusid 1985. aastal avalikkuse ette. Kogu poliitbüroo eesotsas Andropoviga maadles üha pakilisemate probleemidega.
