Dimensionen schulischer Qualität im Fokus: Was macht "gute Schule" aus?

Группа авторов

Battlefields

Michael Rayner

This book is a salute to the skill and bravery demonstrated on 22 of the world's most famous battlegrounds, offering exciting accounts of key phases in the battles that focus on the influence and usage of the terrain. It is illustrated with historic photographs and extremely detailed mapping showing the positions and movements of the fighting forces. For six of the most impressive battles, the book features stunning 3-D maps which focus on pivotal moments in the action. These maps combine artwork and advanced software applications, making use of detailed topographical information, light and weather conditions, to create authentic representations of the action on the day. In addition, there will be information on what you can see on a visit to the sites today, and contact details for tour companies and battle parks. The list of battles was compiled by studying a variety of sources on what are regarded as key battles in the period 1805 to 1945, in consultation with Michael Rayner of the Battlefields Trust and specialist military authors. The chosen battlefields are all served by battlefield tour companies, or cater for self-guided tours, and in each case still feature much of interest to see today. The final consideration was whether the sites are safe to visit. These final two considerations have ruled out most post-1945 sites, hence the period covered spans the eventful 150 years from 1805 to 1945.

Rivalry and Response

Southeast Asia has become a hotbed of strategic rivalry between China and the United States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China’s expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. Among other findings, the authors express concern that U.S. policy has become too concentrated on defense and security, to the detriment of diplomacy and development, allowing China to fill the soft power vacuum and capture the narrative through its signature Belt and Road Initiative. The COVID-19 pandemic has only increased the policy challenges for Washington as China recovers faster from the outbreak, reinforcing its already advantaged economic position and advancing its strategic goals as a result. As the Biden administration begins to formulate its strategy for the region, it would do well to consider these findings and the related policy recommendations that appear in this volume. Much is at stake for U.S. foreign policy and American interests. Southeast Asia includes two U.S. allies—Thailand and the Philippines—important security partners like Singapore, and key emerging partners such as Vietnam and Indonesia. Almost 42,000 U.S. companies export to the 10 countries that comprise the Association of Southeast Asian Nations (ASEAN), supporting about 600,000 jobs in the United States, but America’s economic standing is increasingly at risk.

Governance for a Higgledy-Piggledy Planet

Ralph C. Bryant

The world’s governing structures are higgledy-piggledy: disorderly, heads and tails in any or every direction. Such disorder fosters deficient governance. Decisions by noncooperating nations can generate damaging crossborder outcomes. Muddles destabilize mutual well-being. Public debate is often mired in superficial arguments about “globalization.” This insightful book by economist Ralph C. Bryant instead emphasizes that the world’s nations need to craft better middle-ground compromises to improve governance and manage increasing integration. Individual nations, Bryant argues, should fashion a balance between local autonomy and external openness, avoiding the extremes of rigid localism and unfettered openness. And nations need to act together collectively. Cooperative governance can encourage orderliness that mitigates disarray undermining mutual goals. The global challenge of the coronavirus pandemic is a vivid reminder that international cooperation is becoming progressively more essential. Do nations and their leaders have sufficient foresight to use borders not as barriers but as catalysts for international cooperation? Could national migration policies find sustainable middle ground between the unrealistic extreme of unfettered freedom for people to cross borders and the inhumane exclusion of foreign refugees? Could augmented cross-border cooperation mitigate dangers from recurring financial instability? Could the world community foster collective actions to reduce the severe risks of global climate change? The answer to such questions can and should be yes. Wiser cross-border collective action nurtures a mutually supportive order offsetting the threats of disorder that may otherwise prevail. A healthy evolution of our planet requires— requires! —more orderly national governance and more ambitious cross-border cooperation.

War Time

Perceptions of time contributed to recent Western military failings The “decline of the West” is once again a frequent topic of speculation. Often cited as one element of the alleged decline is the succession of prolonged and unsuccessful wars—most notably those waged in recent decades by the United States. This book by three Danish military experts examines not only the validity of the speculation but also asks why the West, particularly its military effectiveness, might be perceived as in decline. Temporality is the central concept linking a series of structural fractures that leave the West seemingly muscle-bound: overwhelmingly powerful in technology and military might but strategically fragile. This temporality, the authors say, is composed of three interrelated dimensions: trajectories, perceptions, and pace. First, Western societies to tend view time as a linear trajectory, focusing mostly on recent and current events and leading to the framing of history as a story of rise and decline. The authors examine whether the inevitable fall already has happened, is underway, or is still in the future. Perceptions of time also vary across cultures and periods, shaping socio-political activities, including warfare. The enemy, for example, can be perceived as belong to another time (being “backward” or “barbarian”). And war can be seen either as cyclical or exceptional, helping frame the public’s willingness to accept its violent and tragic consequences. The pace of war is another factor shaping policies and actions. Western societies emphasize speed: the shorter the war the better, even if the long-term result is unsuccessful. Ironically, one of the Western world’s least successful wars also has been America’s longest, in Afghanistan. This unique book is thus a critical assessment of the evolution and future of Western military power. It contributes much-needed insight into the potential for the West’s political and institutional renewal.

Difficult Choices

Richard C. Bush

How Taiwan can overcome internal stresses and the threat from China Taiwan was a poster child for the “third wave” of global democratization in the 1980s. It was the first Chinese society to make the transition to democracy, and it did so gradually and peacefully. But Taiwan today faces a host of internal issues, starting with the aging of society and the resulting intergenerational conflicts over spending priorities. China’s long-term threat to incorporate the island on terms similar to those used for Hong Kong exacerbates the island’s home-grown problems. Taiwan remains heavily dependent on the United States for its security, but it must use its own resources to cope with Beijing’s constant intimidation and pressure. How Taiwan responds to the internal and external challenges it faces—and what the United States and other outside powers do to help—will determine whether it is able to stand its ground against China’s ambitions. The book explores the broad range of issues and policy choices Taiwan confronts and offers suggestions both for what Taiwan can do to help itself and what the United States should do to improve Taiwan’s chances of success.
