Deconcentration and Decentralization Reforms in Cambodia

This study analyzes strategic and programming issues arising from the emerging deconcentration and decentralization reforms in Cambodia and informs the debate on the pace and strategic direction of these reforms. The study looks at the evolving legal and regulatory framework pointing to the gaps and inconsistencies that need to be addressed for a coherent framework over time. The study elaborates on the large cast of complex, and sometimes competing, institutions and the challenges of setting up an equitable and transparent intergovernmental financing system. Evaluating the strengths and weaknesses of the government's 10-year national program, the study suggests some critical steps for successful implementation of the reforms, including the need to develop a clear reform policy framework, obtain better coordination among government agencies and between the government and development partners, clarify uncertainties in the assignment of functions between tiers of government, design a robust system on intergovernmental financing, and develop capacities to implement the reforms. The study also suggests some important considerations for ADB programming, including how to best support the deconcentration and decentralization reforms at the central, subnational, and sector levels.

It reviews the main issues related to the monetary and exchange rate policy decisions taken by CLV national authorities, and discusses the options and opportunities available for enhancing monetary and financial stability in the ASEAN region.

The City Cluster Economic Development approach provides a strategic framework and a set of analytical tools, which governments, businesses, and communities can use to support the inclusive and sustainable development of competitive urban economies in Asia. Said approach was developed and tested by the Asian Development Bank to improve the basis for integrated planning and development of urban regions in Asia and the Pacific. It also elps urban managers and other city stakeholders identify action plans and determine priority investment areas.

An Agenda for High and Inclusive Growth in the Philippines

While Asia has seen faster poverty reduction accompanying rapid economic growth compared with the rest of the world, the Philippine experience has been a glaring exception, as growth has generally been slower and poverty has actually risen even with record economic growth. The Asian Development Bank has identified four critical constraints as having impeded Philippine economic growth: (i) tight fiscal situation; (ii) inadequate infrastructure, particularly in electricity and transport; (iii) weak investor confidence due to governance concerns; and (iv) inability to address market failures leading to a small and narrow industrial base. In light of this, dramatic improvements in revenue generation, infrastructure provision, and enterprise development assume central importance in the government's economic policy agenda. The study identifies needed measures supporting these thrusts, along with key sector growth drivers that would ensure both accelerated growth and broad-based participation and benefits within the economy. But all these will have little success without a governance and institutional reform agenda that would restore the public's overall trust in government, the lack of which has led to low tax compliance, inhibited investment, and in turn constrained growth of the economy through the years. Overcoming this will require decisive actions on several fronts from the new Aquino administration.

It was when she found that type of love did she realize that there really and truly was someone who did see her as a person, a human that noticed and loved her for who she was. Someone not only fully loved her, but also fully knew her even when she was in her mother’s womb. This love, my friend, was the love that she had been longing for, searching for her whole life. It took for her to experience this love that she finally recognized someone was chasing her all along and didn’t even know it. This love that was given to Antoinette was not merely because she was attracted by this someone, no, she was chosen by this someone because of the unconditional love that He had for her. He made a choice, which is an action. He made a sacrifice for her, but He knew He had to let her experience all that she did in order for her to find the love that she longed for. It has been 16 years since she has found this love and it hasn’t faded away for her, nor did it ever leave or hurt her, not one time. Because of this very reason, Antoinette would like to share who gave her this love and let you know that this love is being given to you too. I must assure you; Antoinette is of NO exception to this very love by any means and she would just like to share her story with you in hopes that you will find this very same love too.
