El avistamiento de objetos extraños en el cielo es un asunto que se ha vuelto demasiado frecuente con el paso de los años en todos los confines del planeta. De ahí que sorprenda la desidia de los Estados a la hora de intentar descubrir qué se oculta detrás de estos fenómenos. Se podría afirmar, tal y como lo hacen los autores de este singular texto, que para los Estados el fenómeno de los ovnis es un no-fenómeno: se reconoce su existencia pero, al no perseguir su investigación, esta se relega al estatus de la «indecibilidad» o, lo que es lo mismo, en la práctica se asume que los ovnis existen pero, en realidad, no existen.La soberanía moderna es por definición antropocéntrica, es decir, está constituida y organizada con los seres humanos como única referencia. Sin embargo, quizás sus verdaderos límites se evidencien en el tabú de tomar en serio el fenómeno de los ovnis. Este tabú se explica por los imperativos funcionales de la soberanía antropocéntrica, incapaz de admitir una excepción a la primacía del ser humano sobre todas las cosas y a la soberanía estatal como expresión de este poder ontológico absoluto que, supuestamente, detentamos sobre el resto del universo.

The Ancient Near East is considered the cradle of civilization. Mesopotamia is a historical region of Western Asia situated within the Tigris–Euphrates river system. The rise of civilization corresponded with the institutional sponsorship of belief in gods, supernatural forces and the afterlife. Many civilizations adopted their own form of Polytheism and each of these nations developed their own mythologies which influenced the culture, arts, and literature of both Eastern and Western civilization. "The Negro in Chicago" is a sociological study published in 1922 by the University of Chicago Press. The study included a substantial review of the background of the Chicago riots of July and August 1919, the riots themselves, and their aftermath, together with original work and investigation into the relations between and perceptions of the black and white communities in Chicago. At this time, the city experienced a substantial increase of Black migration from the South. World War I had brought industrial jobs to cities in the North but many of these jobs were subject to a color bar and only available to whites. The arrival of black people in northern cities led to an increase in rent in underdeveloped neighborhoods and white flight. Expansion of the ghetto caused friction among white residents, which eventually led to riots.
