Can Globalization Promote Human Rights?

Globalization has affected everyone’s lives, and the reactions to it have been mixed. Legal scholars and political scientists tend to emphasize its harmful aspects, while economists tend to emphasize its benefits. Those concerned about human rights have more often been among the critics than among the supporters of globalization. In Can Globalization Promote Human Rights? Rhoda Howard-Hassmann presents a balanced account of the negative and positive features of globalization in relation to human rights, in both their economic and civil/political dimensions.
On the positive side, she draws on substantial empirical work to show that globalization has significantly reduced world poverty levels, even while, on the negative side, it has exacerbated economic inequality across and within countries. Ultimately, she argues, social action and political decision making will determine whether the positive effects of globalization outweigh the negatives. And, in contrast to those who prefer either schemes for redistributing wealth on moral grounds or authoritarian socialist approaches, she makes the case for social democracy as the best political system for the protection of all human rights, civil and political as well as economic.

Limiting Resources

The provision of public goods such as education, electricity, health, sanitation, and water used to be regarded as primarily the responsibility of governments, but in the 1980s privatization of such services spread and reliance on market mechanisms instead of governments became common in many parts of the world, including developing countries. The record of the past twenty-five years of market-led development, however, has not been encouraging. Not only has it failed to improve public services significantly, but it has also undermined democratic institutions and processes, reproduced authoritarian relations of power, and suppressed alternatives made possible by an increasing global acceptance of the importance of economic and social rights. In Limiting Resources , LaDawn Haglund seeks an understanding of public goods that can better serve the needs of people in developing countries today. Haglund critiques the narrow conception of public goods used in economics, which tends to limit the range of resources considered “public,” and proposes an expanded conception drawing from multiple disciplines that incorporates issues of justice, inclusion, and sustainability. She then uses case studies of electricity and water provision in Central America to illuminate the conditions for success and the causes of failure in constructing adequate mechanisms for the supply of public goods. She follows with an analysis of political conflicts over privatization that reveals how neoliberal policies have made effective state action difficult. The book concludes with suggestions for ways in which this reformulated conception of public goods can be applied to promote justice, sustainability, and economic and social rights in developing countries.

State, Labor, and the Transition to a Market Economy

In response to mounting debt crises and macroeconomic instability in the 1980s, many countries in the developing world adopted neoliberal policies promoting the unfettered play of market forces and deregulation of the economy and attempted large-scale structural adjustment, including the privatization of public-sector industries. How much influence did various societal groups have on this transition to a market economy, and what explains the variances in interest-group influence across countries? In this book, Agnieszka Paczyńska explores these questions by studying the role of organized labor in the transition process in four countries in different regions—the Czech Republic and Poland in eastern Europe, Egypt in the Middle East, and Mexico in Latin America. In Egypt and Poland, she shows, labor had substantial influence on the process, whereas in the Czech Republic and Mexico it did not. Her explanation highlights the complex relationship between institutional structures and the “critical junctures” provided by economic crises, revealing that the ability of groups like organized labor to wield influence on reform efforts depends to a great extent on not only their current resources (such as financial autonomy and legal prerogatives) but also the historical legacies of their past ties to the state.

Crafting Peace

Caroline A. Hartzell

The recent efforts to reach a settlement of the enduring and tragic conflict in Darfur demonstrate how important it is to understand what factors contribute most to the success of such efforts. In this book, Caroline Hartzell and Matthew Hoddie review data from all negotiated civil war settlements between 1945 and 1999 in order to identify these factors. What they find is that settlements are more likely to produce an enduring peace if they involve construction of a diversity of power-sharing and power-dividing arrangements between former adversaries. The strongest negotiated settlements prove to be those in which former rivals agree to share or divide state power across its economic, military, political, and territorial dimensions. This finding is a significant addition to the existing literature, which tends to focus more on the role that third parties play in mediating and enforcing agreements. Beyond the quantitative analyses, the authors include a chapter comparing contrasting cases of successful and unsuccessful settlements in the Philippines and Angola, respectively.

Networked Media, Networked Rhetorics

In Networked Media, Networked Rhetorics , Damien Pfister explores communicative practices in networked media environments, analyzing, in particular, how the blogosphere has changed the conduct and coverage of public debate. Pfister shows how the late modern imaginary was susceptible to “deliberation traps” related to invention, emotion, and expertise, and how bloggers have played a role in helping contemporary public deliberation evade these traps. Three case studies at the heart of Networked Media, Networked Rhetorics show how new intermediaries, including bloggers, generate publicity, solidarity, and translation in the networked public sphere. Bloggers “flooding the zone” in the wake of Trent Lott’s controversial toast to Strom Thurmond in 2002 demonstrated their ability to invent and circulate novel arguments; the pre-2003 invasion reports from the “Baghdad blogger” illustrated how solidarity is built through affective connections; and the science blog RealClimate continues to serve as a rapid-response site for the translation of expert claims for public audiences. Networked Media, Networked Rhetorics concludes with a bold outline for rhetorical studies after the internet.

Speaking Hatefully

David Boromisza-Habashi

In Speaking Hatefully , David Boromisza-Habashi focuses on the use of the term “hate speech” as a window on the cultural logic of political and moral struggle in public deliberation. This empirical study of gyűlöletbeszéd, or "hate speech," in Hungary documents competing meanings of the term, the interpretive strategies used to generate those competing meanings, and the parallel moral systems that inspire political actors to question their opponents’ interpretations. In contrast to most existing treatments of the subject, Boromisza-Habashi’s argument does not rely on pre-existing definitions of "hate speech." Instead, he uses a combination of ethnographic and discourse analytic methods to map existing meanings and provide insight into the sociocultural life of those meanings in a troubled political environment.
