      Foreword

      Students enroll in California schools speaking languages representing every corner of the globe. Immigrant and U.S.-born, they collectively speak over 100 languages—and 1.2 million of them don’t yet have the English skills needed to adequately comprehend, participate in, and access the educational program without support. The United States has always been a multilingual nation, but the challenge of educating a multilingual student population in an era of high academic standards is a 21st century challenge—shaped
