Генри Шепард Нэпп родился в 1856 году и участвовал в испано-американской войне 1898 года. С 8 ноября 1915 года он командовал крейсерской эскадрой ВМС США в Карибском море. В марте 1917-го произведен в контр-адмиралы. После Первой мировой войны Нэпп был военно-морским атташе в Лондоне, а в 1920 году был назначен командующим ВМС США в европейских водах.
