Since the beginning of the New Deal, American liberals have insisted that the government must do more—much more—to help the poor, to increase economic security, to promote social justice and solidarity, to reduce inequality, and to mitigate the harshness of capitalism. Nonetheless, liberals have never answered, or even acknowledged, the corresponding question: What would be the size and nature of a welfare state that was not contemptibly austere, that did not urgently need new programs, bigger budgets, and a broader mandate? Even though the federal government’s outlays have doubled every eighteen years since 1940, liberal rhetoric is always addressed to a nation trapped in Groundhog Day, where every year is 1932, and none of the existing welfare state programs that spend tens of billions of dollars matter, or even exist.Never Enough explores the roots and consequences of liberals’ aphasia about the welfare state’s ultimate size. It assesses what liberalism’s lack of a limiting principle says about the long-running argument between liberals and conservatives, and about the policy choices confronting America in a new century. Never Enough argues that the failure to speak clearly and candidly about the welfare state’s limits has grave policy consequences. The worst result, however, is the way it has jeopardized the experiment in self-government by encouraging Americans to regard their government as a vehicle for exploiting their fellow-citizens, rather than as a compact for respecting one another’s rights and safeguarding the opportunities of future generations.
Racial preference policies first came on the national scene as a response to black poverty and alienation in America as dramatically revealed in the destructive urban riots of the late 1960s. From the start, however, preference policies were controversial and were greeted by many, including many who had fought the good fight against segregation and Jim Crow to further a color-blind justice, with a sense of outrage and deep betrayal. In the more than forty years that preference policies have been with us little has changed in terms of public opinion, as polls indicate that a majority of Americans continue to oppose such policies, often with great intensity.In Wounds That Will Not Heal political theorist Russell K. Nieli surveys some of the more important social science research on racial preference policies over the past two decades, much of which, he shows, undermines the central claims of preference policy supporters. The mere fact that preference policies have to be referred to through an elaborate system of euphemisms and code words— «affirmative action,» «diversity,» «goals and timetables,» «race sensitive admissions»— tells us something, Nieli argues, about their widespread unpopularity, their tendency to reinforce negative stereotypes about their intended beneficiaries, and their incompatibility with core principles of American justice. Nieli concludes with an impassioned plea to refocus our public attention on the «truly disadvantaged» African American population in our nation's urban centers—the people for whom affirmative action policies were initially instituted but whose interests, Nieli charges, were soon forgotten as the fruits of the policies were hijacked by members of the black and Hispanic middle class. Few will be able to read this book without at least questioning the wisdom of our current race-based preference regime, which Nieli analyses with a penetrating gaze and an eye for cant that will leave few unmoved.

In subsequent decades the global left has sidelined its century-long drive for socialism and returned to its late-eighteenth-century roots in the thought of Jean-Jacques Rousseau and the radical French revolutionaries known as the Jacobins, who believed human fulfillment depends on liberation from most civilized institutions, particularly organized religion and the family.Despite the many predictions of its demise, social conservatism has gained and held popular strength in the U. S. because of its roots in a theistic version of the European enlightenment of the 17th and 18th centuries, which Bell describes and analyzes as the “conservative enlightenment.” It is a rich, optimistic belief system that not only dominated the American founding but transformed society in the English-speaking world and remains an attractive alternative in the eyes of many of the world’s peoples—certainly in comparison to the competing universalisms advocated by the left enlightenment and by the anti-egalitarian Islamic revival. The ability of social conservatism and of its parent, the conservative enlightenment, to revive and spread this natural law-centered democratic vision could reshape the battle of ideas that increasingly defines our post-Cold War world.
