NATO’s Enlargement and Russia
The Kremlin has sought to establish an exclusive Russian sphere of influence in the nations lying between Russia and the EU, from Georgia in 2008 to Ukraine in 2014 and Belarus in 2020. It has extended its control by means of military intervention, territorial annexation, economic pressure and covert activities. Moscow seeks to justify this behavior by referring to an alleged threat from NATO and the Alliance’s eastward enlargement. In the rhetoric of the Kremlin, NATO expansion is the main source for Moscow’s stand-off with the West.
This collection of essays and analyses by prominent politicians, diplomats, and scholars from the US, Russia, and Europe provides personal perspectives on the sources of the Russian-Western estrangement. They draw on historical experience, including the Russian-Western controversies that intensified with NATO's eastward expansion in the 1990s, and reflect on possible perspectives of reconcilitation within the renewed transatlantic relationship.
The volume touches upon alleged and real security guarantees for the countries of Eastern and Central Europe as well as past and current deficits in the Western strategy for dealing with an increasingly hostile Russia. Thus, it contributes to the ongoing Western debate on which policies towards Russia can help to overcome the deep current divisions and to best meet Europe’s future challenges.

Alles richtig gemacht! Oder doch nicht?
Das 5000-Einwohner-Städtchen Freren ist umgeben von vier einwohnerschwächeren Gemeinden. Alle grenzen direkt an die ländliche Peripherie dieser kleinen Stadt an. Und die Ortskerne liegen relativ nahe zum Stadtzentrum. Insgesamt eine ideale Geographie, um aus diesen fünf Kommunen eine Einheitsgemeinde zu bilden.
Denn eine solche war das Ziel der großen Gebiets- und Gemeindereform, die das Land Niedersachsen Ende der 1960er bis Mitte der 1970er Jahre durchzog. Gegen dieses Ansinnen konnten sich die hier betroffenen Gemeinden erfolgreich wehren, indem sie eine Alternative durchsetzten, die sog. Samtgemeinde. Damit behielten sie ihre Selbständigkeit und mussten sich nicht in die Stadt Freren integrieren lassen.
Ein großer Erfolg! So wird das ausnahmslos von den bisherigen und den aktuell tätigen Politikern dieser Gemeinden eingestuft.
War es wirklich so? Oder war es doch eher ein politisches Versagen, hervorgerufen durch kurzsichtig ausgerichtetes Eigennutzdenken und populistisches Karrierestreben einzelner Akteure der hiesigen Kommunalpolitik?

National Identity and State Formation in Africa
This book examines how the interplay between globalization and the assertion of local identities is reshaping the political landscape of Africa. While defending their values against external forces, people simultaneously – and paradoxically – use the interconnectivity of global networks to maximize their particular interests. Focusing on the relation between national identity and state formation, the authors explore the far-reaching consequences of these contradictory dynamics. <br /><br />Although Africa shares many common trends with other parts of the world, it also displays distinctive features. A region characterized by the increased mobility of people, goods and ideas challenges some conventional assumptions of statecraft and also highlights the advantages of federalism – not merely as a constitutional option, but as a pragmatic device for managing diversity and holding fragile states together. The book further explores emerging types of state formation in the same political space, as exemplified by the combination of elements of a kingdom, an independent state and a national power base in the province of KwaZulu-Natal and the careful crafting of an alternative state within a state by the Solidarity Movement in South Africa. <br /><br />Informed by examples and case studies drawn from different parts of Africa, this book will be of great interest to students and scholars of Africa, politics, sociology, media studies and the social sciences more generally.
