Отраслевая специализация субъектов малого и среднего предпринимательства в России: анализ занятости

В статье рассмотрены результаты оценки сложившейся специализации малых и средних предприятий в России по видам и подвидам экономической деятельности. Для оценки специализации использовалась информация по численности работников, занятых на таких предприятиях. Кроме того, изучена удельная численность работников в расчете на одно предприятие по восьми наиболее значимым видам экономической деятельности. В качестве информационной базы использованы данные сплошного наблюдения за деятельностью малого и среднего бизнеса за 2015 г., проведенного Федеральной службой государственной статистики. Показано, что юридические лица и индивидуальные предприниматели специализируются не на всех, а только на определенных подвидах деятельности. Определена отраслевая структура деятельности малых и средних предприятий. Сложившаяся численность работников, занятых на одном предприятии, существенно дифференцирована в зависимости от специализации предприятий на различных видах экономической деятельности, а также их территориального расположения. По итогам исследований были получены новые знания и инструменты для оценки сложившейся специализации МСП в отраслях и регионах. Эта информация может быть использована в исследованиях по проблемам экономики и управления предпринимательством, а также для обоснования программ развития предпринимательского сектора на федеральном, региональном и муниципальном уровнях.

В статье описывается формализованность внутривузовской системы управления конкурентоспособностью как приоритетный критерий классификации вузов. Три уровня формализованности внутривузовской системы управления конкурентоспособностью выделяются и характеризуются с точки зрения документов и документооборота, конкурентных действий и иных элементов внутривузовской системы управления конкурентоспособностью. Ключевым для реализации управления конкурентоспособностью вуза является отсутствие содержательного разрыва между утвержденными документами; организационными и административными действиями по осуществлению документооборота; конкурентными действиями по разработке и принятию стратегических, тактических и ситуационных управленческих решений; стратегическими, тактическими и ситуационными конкурентными действиями по реализации принятых управленческих решений.
