In this book Alexia Bloch examines the experiences of a community of Evenki, an indigenous group in central Siberia, to consider the place of residential schooling inidentity politics in contemporary Russia. Residential schools established in the 1920s brought Siberians under the purview of the Soviet state, and Bloch demonstrates how in the post-Soviet era, a time of jarring social change, these schools continue to embody the salience of Soviet cultural practices and the spirit of belonging to a collective. She explores how Evenk intellectuals are endowing residential schools with new symbolic power and turning them into a locus for political mobilization. In contrast to the binary model of oppressed/oppressor underlying many accounts of state/indigenous relations, Bloch's work provides a complex picture of the experiences of Siberians in Soviet and post-Soviet society. Bloch's research, conducted in a central Siberian town during the 1990s, is ethnographically grounded in life stories recorded with Evenk women; surveys of households navigating histories of collectivization and recent, rampant privatization; and in residential schools and in museums, both central to Evenk identity politics. While considering how residential schools once targeted marginalized reindeer herders, especially young girls, for socialization and assimilation, Bloch reveals how class, region, and gendered experience currently influence perspectives on residential schooling. The analysis centers on the ways vehicles of the Soviet state have been reworked and still sometimes embraced by members of an indigenous community as they forge new identities and allegiances in the post-Soviet era.
The school-aged population of the United States has become more racially and ethnically diverse in recent decades, but its public schools have become significantly less integrated. In California, nearly half of the state's Latino youth attend intensely-segregated minority schools. Apart from shifts in law and educational policy at the federal level, this gradual resegregation is propelled in part by grassroots efforts led predominantly by white, middle-class residential communities that campaign to reorganize districts and establish ethnically separate neighborhood schools. Despite protests that such campaigns are not racially, culturally, or socioeconomically motivated, the outcomes of these efforts are often the increased isolation of Latino students in high-poverty schools with fewer resources, less experienced teachers, and fewer social networks that cross lines of racial, class, and ethnic difference. Confronting Suburban School Resegregation in California investigates the struggles in a central California school district, where a predominantly white residential community recently undertook a decade-long campaign to «secede» from an increasingly Latino-attended school district. Drawing on years of ethnographic research, Clayton A. Hurd explores the core issues at stake in resegregation campaigns as well as the resistance against them mobilized by the working-class Latino community. From the emotionally charged narratives of local students, parents, teachers, school administrators, and community activists emerges a compelling portrait of competing visions for equitable and quality education, shared control, and social and racial justice.
Gay Voluntary Associations in New York is a sensitive and insightful ethnography of social groups that have gathered around common interests in an urban LGBT population from the time of the AIDS crisis to the present. Anthropologist Moshe Shokeid examines the social discourse of sex, love, friendship, and spiritual life in which these communities are passionately engaged. Drawn from long-term anthropological research in New York City, Gay Voluntary Associations in New York uses participant observation to explore such diverse social associations and religious organizations as seniors groups, interracials, bisexuals, sexual compulsives, gay bears, and Catholic, Protestant, and Jewish gay congregations. As an outside observer—neither gay nor American-born—Shokeid examines the social discourse within these voluntary associations from a critical vantage point. In addition to the personal information and intimate expressions of empathy freely shared in the company of strangers at social gatherings, individual stories and experiences are woven into the narrative to illustrate the existential conditions and emotional template of gay life in the city. Shokeid's nuanced portrait of the affective relationships within these groups offers deeper comprehension of the social dynamics and emotional realities of gay urban communities in the United States.
Following the 1998 peace agreement in Northern Ireland, political violence has dramatically declined and the region has been promoted as a model for peacemaking. Human rights discourse has played an ongoing role in the process but not simply as the means to promote peace. The language can also become a weapon as it is appropriated and adapted by different interest groups to pursue social, economic, and political objectives. Indeed, as violence still periodically breaks out and some ethnocommunal and class-based divisions have deepened, it is clear that the progression from human rights violations to human rights protections is neither inevitable nor smooth. Human Rights as War by Other Means traces the use of rights discourse in Northern Ireland's politics from the local civil rights campaigns of the 1960s to present-day activism for truth recovery and LGBT equality. Combining firsthand ethnographic reportage with historical research, Jennifer Curtis analyzes how rights discourse came to permeate grassroots politics and activism, how it transformed those politics, and how rights discourse was in turn transformed. This ethnographic history foregrounds the stories of ordinary people in Northern Ireland who embraced different rights politics and laws to conduct, conclude, and, in some ways, continue the conflict—a complex portrait that challenges the dominant postconflict narrative of political and social abuses vanquished by a collective commitment to human rights. As Curtis demonstrates, failure to critique the appropriation of rights discourse in the peace process perpetuates perilous conditions for a fragile peace and generates flawed prescriptions for other conflicts.
At the end of Liberia's thirteen-year civil war, the devastated population struggled to rebuild their country and come to terms with their experiences of violence. During the first decade of postwar reconstruction, hundreds of humanitarian organizations created programs that were intended to heal trauma, prevent gendered violence, rehabilitate former soldiers, and provide psychosocial care to the transitioning populace. But the implementation of these programs was not always suited to the specific mental health needs of the population or easily reconciled with the broader aims of reconstruction and humanitarian peacekeeping, and psychiatric treatment was sometimes ignored or unevenly integrated into postconflict humanitarian health care delivery. Searching for Normal in the Wake of the Liberian War explores the human experience of the massive apparatus of trauma-healing and psychosocial interventions during the first five years of postwar reconstruction. Sharon Alane Abramowitz draws on extensive fieldwork among the government officials, humanitarian leaders, and an often-overlooked population of Liberian NGO employees to examine the structure and impact of the mental health care interventions, in particular the ways they were promised to work with peacekeeping and reconstruction, and how the reach and effectiveness of these promises can be measured. From this courageous ethnography emerges a geography of trauma and the ways it shapes the lives of those who give and receive care in postwar Liberia.
Each year, more than half a million migrant children journey from countries around the globe and enter the United States with no lawful immigration status; many of them have no parent or legal guardian to provide care and custody. Yet little is known about their experiences in a nation that may simultaneously shelter children while initiating proceedings to deport them, nor about their safety or well-being if repatriated. Migrant Youth, Transnational Families, and the State examines the draconian immigration policies that detain unaccompanied migrant children and draws on U.S. historical, political, legal, and institutional practices to contextualize the lives of children and youth as they move through federal detention facilities, immigration and family courts, federal foster care programs, and their communities across the United States and Central America. Through interviews with children and their families, attorneys, social workers, policy-makers, law enforcement, and diplomats, anthropologist Lauren Heidbrink foregrounds the voices of migrant children and youth who must navigate the legal and emotional terrain of U.S. immigration policy. Cast as victims by humanitarian organizations and delinquents by law enforcement, these unauthorized minors challenge Western constructions of child dependence and family structure. Heidbrink illuminates the enduring effects of immigration enforcement on its young charges, their families, and the state, ultimately questioning whose interests drive decisions about the care and custody of migrant youth.
Along the Bolivian Highway traces the emergence of a new middle class in Bolivia, a society commonly portrayed as the site of struggle between a superwealthy white minority and a destitute indigenous majority. Miriam Shakow shows how Bolivian middle classes have deeply shaped politics and social life. While national political leaders like Evo Morales have proclaimed a new era of indigenous power and state-led capitalism in place of racial exclusion and neoliberal free trade, Bolivians of indigenous descent who aspire to upward mobility have debated whether to try to rise within their country's longstanding hierarchies of race and class or to break down those hierarchies. The ascent of indigenous politics, and a boom in coca and cocaine production beginning in the 1970s, have created dilemmas for «middling» Bolivians who do not fit the prevailing social binaries of white elite and indigenous poor. In their family relationships, political activism, and community life, the new middle class confronted competing moral imperatives. Focusing on social and political struggles that hinged on class and racial status in a provincial boomtown in central Bolivia, Shakow recounts the experiences of first-generation teachers, agronomists, lawyers, and prosperous merchants. They puzzled over whom to marry, how to claim public interest in the face of accusations of selfishness, and whether to seek political patronage jobs amid high unemployment. By linking the intimate politics within families to regional and national power struggles, Along the Bolivian Highway sheds light on what it means to be middle class in the global south.
Greece has shouldered a heavy burden in the global economic crisis, struggling with political and financial insecurity. Greece has also the most porous external border of the European Union, tasked with ensuring that the EU's boundaries are both «secure and humanitarian» and hosting enormous numbers of migrants and asylum seekers who arrive by land and sea. The recent leadership and fiscal crises have led to a breakdown of legal entitlements for both Greek citizens and those seeking refuge within the country's borders. On the Doorstep of Europe is an ethnographic study of the asylum system in Greece, tracing the ways asylum seekers, bureaucrats, and service providers attempt to navigate the dilemmas of governance, ethics, knowledge, and sociability that emerge through this legal process. Centering on the work of an asylum advocacy NGO in Athens, Heath Cabot explores how workers and clients grapple with predicaments endemic to Europeanization and rights-based protection. Drawing inspiration from classical Greek tragedy to highlight both the transformative potential and the violence of law, Cabot charts the structural violence effected through European governance, rights frameworks, and humanitarian intervention while also exploring how Athenian society is being remade from the inside out. She shows how, in contemporary Greece, relationships between insiders and outsiders are radically reconfigured through legal, political, and economic crises. In addition to providing a textured, on-the-ground account of the fraught context of asylum and immigration in Europe's borderlands, On the Doorstep of Europe highlights the unpredictable and transformative ways in which those in host nations navigate legal and political violence, even in contexts of inexorable duress and inequality.
